Re-Tendering for the Kirazlı-Halkalı Metro Project

Foreks - A new tender has been held for the Kirazlı-Halkalı Metro. The tender, which took place via the Electronic Public Procurement Platform (EKAP) yesterday at the İBB Bakırköy Ek Hizmet Binası Tender Hall, invited Turkey's largest companies experienced in metro construction. In the first session of the tender, six companies submitted bids, including the joint venture of Yapı Merkezi and Limak İnşaat, Makyol İnşaat and IC İÇTAŞ İnşaat Joint Venture, Kalyon İnşaat and Özgün Yapı Joint Venture, Cengiz İnşaat and Antaş Altyapı Joint Venture, Doğuş İnşaat, Aga Enerji, and the 58Yapı İnşaat Joint Venture. The partnership of Kalyon İnşaat and Özgün Yapı, which offered a discount below the approximate cost, presented the lowest bid of 21 billion 982 million 861 thousand TL.

BIDS MADE IN THE FIRST SESSION In the first session of the tender, the joint venture of Yapı Merkezi and Limak İnşaat bid 23 billion 560 million TL, Makyol İnşaat and IC İÇTAŞ İnşaat Joint Venture bid 23 billion 894 million 831 thousand 673 lira 49 kuruş, Kalyon İnşaat and Özgün Yapı Joint Venture bid 22 billion 350 million 861 thousand TL, Cengiz İnşaat and Antaş Altyapı Joint Venture bid 22 billion 508 million 598 thousand 956 lira 60 kuruş, Doğuş İnşaat bid 24 billion 79 million 944 thousand 22 lira 70 kuruş, and Aga Enerji and the 58Yapı İnşaat Joint Venture bid 25 billion 406 million 855 thousand 495 lira 77 kuruş.

LOWEST BID IN THE SECOND SESSION BY KALYON İNŞAAT AND ÖZGÜN YAPI JOINT VENTURE In the afternoon's second session, discounted bids were received. The approximate cost of the metro project was 22 billion 863 million 766 thousand 41 lira 14 kuruş. In this session, Cengiz İnşaat and Antaş Altyapı, as well as Doğuş, maintained the same price, while four companies submitted discounted price bids. Yapı Merkezi and Limak bid 22 billion 390 million lira, Aga Enerji and 58Yapı submitted a bid of 22 billion 119 million 522 thousand 558 lira 27 kuruş, and Makyol and IC İÇTAŞ presented a bid of 22 billion 749 million 754 thousand 446 lira 39 kuruş. The lowest bid was from the partnership of Kalyon İnşaat and Özgün Yapı at 21 billion 982 million 861 thousand TL.

THE TENDER COMMISSION WILL ANNOUNCE ITS FINAL DECISION IN THE COMING DAYS Following the review of the bids and tender documents submitted by the firms participating in the "Kirazlı-Halkalı University Metro (IS:METRO) Line Construction and Electromechanical Works including the M1 Line Electromechanical" job, the tender decision will be published.

WHAT HAPPENED IN THE PROCESS? The first tender for the "Kirazlı-Halkalı Metro" was held on March 3, 2017. The construction of the approximately 10-kilometer long metro line with 9 stations was halted in December 2017, along with all metro constructions in Istanbul. The progress on the line was only at 4%.

UNILATERAL TERMINATION RIGHT WAS USED In March 2021, with external financing found by İBB, work on the line resumed after a four-year hiatus. However, the construction was halted again when the contractor used their unilateral termination right in accordance with Presidential Decree No. 5546. The termination process for the metro line had now begun.

NEW WORKS WERE INCLUDED IN THE TENDER On April 5, 2024, a coarse construction tender was held, this time covering only 5 stations instead of 9. Due to the finalization of the cancellation of this tender by the Public Procurement Authority on August 14, İBB, which started preparing for a new tender, expanded its scope. Along with coarse construction works, fine construction works, railway works, all electromechanical works (mechanical, electrical, electronics, signaling, etc.), and the signaling and electrification systems of the 26.8 km long M1A Yenikapı-Atatürk Airport and M1B Yenikapı-Kirazlı Metro lines were also included.

NEW TENDER FOR COMPETITION CONDITIONS Seeing that the competitive conditions emerging from the renewed tender were not in favor of public interest, İBB canceled the comprehensive tender and initiated a new tender process. The tender is extremely significant in terms of its content because the safe sustainability of the operations of the M1A Yenikapı-Atatürk Airport and M1B Yenikapı-Kirazlı Metro lines, which serve 400,000 passengers daily, is at stake. Additionally, conducting all works of the Kirazlı-Halkalı University Metro with a single tender will result in gains for the public in both cost and time.
